A decision can apply to selected transactions, the current period, complete safely matched history, future similar transactions, or a supported combination.
Retrying the same decision creates no duplicates, and the response reports the actual changed transaction count and amount.
Partial or degraded counterparty evidence creates a new review candidate instead of inheriting an earlier rule.
